Server Busy window (all the time)

Please help a computer ***** figure out how to surf the web without the "Server Busy" window popping up every two seconds. Read the BloodRaven message and the (1) feedback. However I am not sure that I understand how to fix the problem. My internet connections is dial up via AOL.
