Software cannot access windows Installer. Error

Hey i have been having trouble with our new dell computer that we got in the living room. ive been trying to get quick time installed on the computer for some web multimedia and i get an error that has to do with the windows installer.... the error says that it cannot access windows installer and that the computer might be in safe mode.

I restarted / pressed F8 / and started windows normally. and i still get the error.

can anyone help.

Go to Start -> Run -> services.msc
Confirm Windows Installer is in Automatic setting (right click to change)
Also try starting Windows Installer, to see if it actually starts.

Otherwise refer HERE in repairing Windows Installer

thanks i think ive done this with a printer spooler error.

Yes I usually disable the printer spooler (not advised to do by the way) to save over 4 meg of ram, when not in use.
I also put Help to Manual - with no automatic starts (this doesn't affect help at all, but saves again on ram

But, have you found the fix by checking services ?

Actually I could go on and on, there are tweaking guides here as well.

But at the moment, I'd like to know if this is resolved and what resolved it (services?) or do you require more support on this installer issue ?

When starting Installer in Services - did you receive an error? if so what ?

Did you try the solution on MS website? link given.
