Sound problem please help

I recently got a digital camera, I installed it on my pc and it was ok. I then tried to use it as a webcam and my computer rebooted itself. Then things like my DVD/CD drive had deleted itself and so on. I sorted this out, but I have tried to reinstall my soundcard and drivers but I keep getting error message when trying to play music that the device is not installed or is already in use.
Also when going to Control Panel> Sound And Audio Devices I cannot change anything, nothing can be clicked.
Does anyone have any help? I have treid all the windows troubleshoot but nothing worked.
