Taskbar animation

I trying to find a program that will let me add my own animations to my desktop ,
like this example,

not sure how it is done,

Anyone one can direct me on how to go about it?

i do flash animations and i would like to have them move on my taskbar, I want to load my design in a program that will automaticly place it on my task bar for when i sell them, a person can just click and install it
