Trouble with formatting/slipstream

I had a PCI.sys error trying to reformat my computer and installing XP Pro so I tried to create a Windows XP Pro SP2 CD but when I tried to use the SP2 and slipstream it into the Windows XP SP1 CD, it says "not all files necessary to integrate the system files" (or something very similar) so I cant create a slipstreamed XP SP2 CD

Also, I tried to create an XP SP2 CD regardless of integrating and I even got my PC to say "press any key to boot from CD" using my made XP CD but when I do, my system just restarted instead of going to the XP install menu. Why is that?
