Turned off by group policy?

Okay, I downloaded a mod for my game but it was not a mod at all, some kind of trojan or some sort. It messed up my computer and put like a limit on my account. Only I use this computer and it says the Task Manager is disabled and when I try to restore system, it says it's been turned off by group policy, please contact your admin? What? I'm the damn admin! Please help meeee~ Ty

Format time ...

Back-up your data and re-install Windows. You may be able to supress it but there is little chance of you flushing the problem completely. At least with a fresh re-install of Windows you know everything will be ok afterwards.

rule of thumb:
all downloads get SAVED to hd and then AV scanned before allowing any install
