Cannot install or uninstall any network components such as TCP/IP protocol
when in the properties page of Network and dial-up-connections page.
Also the properties button for any component already installed is
greyed-out and not functioning.

Any idea's as to the problem?

I suspect a Registry CLISD or other entry is corrupted or missing.
It is not anything to do with security permisions as I have full control

Try going into Control Panel/System/Device Manager and UNinstall the whole networking in there. Reboot your PC and it should reinstall by itself.
Make a note of IP-numbers and setting first if you have a fixed IP.

device manager via Administrative tools/Computer management
lists only the Network adaptors which can be uninstalled - in my case it is microsoft loopback adaptor and a USB Adsl PPP adpator. Are you suggesting i uninstall these listed devices then reboot. Will this reinstall what is required/

Sorry, answered without reading properly.
in Device Manager, uninstall the NIC and shut down.
Remove the NIC. Boot up again. See if you can clean up more network stuff.
Shut down again and insert the NIC. Upon booting it should reinstall.
