USB Connectors and compatibility

If a board supports USB 2.0, is it generally compatible downward to USBV 1,0 etc.?

They make it so USB devices such as USB2.0 are backwards compatible

That wouldn't be very good if it wasn't backwards compatible, because then if people upgraded their systems to 2.0 and they have 1.0 or 1.1 devices, they couldn't use them.
