Using Computer Modem as Telephone

Hey guys. Does anybody know at any software that would allow a user to call a REAL telephone number and initiate a voice conversation?

You can use Skype - from your PC you can call any phone anywhere, including mobiles. For all calls to phones other than other Skype you have to pay!
