Very low framerate in Counterstrike Source

Hello.

I know my computer is a bit weak for today's games, but I don't know why I get such a low frame rate in Counterstrike Source: 9-24 fps (24 when I'm alone; most of the time it's 10fps).
I've tried all the tweaks and confs I got my hands on. Is it the CPU?
Here are the system's specs:

Your processor AND your Graphics Card. The 5200 is pretty weak for this type of game, and it hurts worse when you have a 1.7 Celeron, which is a stripped down P4.

I don't know if you can really get any good frames..... though you should be able to get at least 15. Resolution matters, along with every other option for video. Have you tried Caseys Config? Also, search these forums for Counter strike Source problems, and look at my thread on fixes.

Yes, I have tried Casey's Config and others as well. Ok, I'm going to buy a new PC this summer (thinking about something powered by a Quad-core and a pretty nice graphics card). Now I'm going to browse the forum as suggested, thanks for the help.
