What is a RTS.DLL file?

I've got a new copy of 'IL 2 Sturmovik - Forgotten Battles'. After installing, it won't let me play but gives the message;

"Error starting programme
The RTS.DLL file cannot start. Check the file to determine the problem."

Can anyone please tell me what this means, and what the problem is. I can't see this RTS.DLL file anywhere.

It could be it's missing or corrupt and probably your problem then. It's copy protected on the CD by safe-disk 2.40.011

go here this might help , once the game is installed it seems that you have to replace the rts.ddll file with one from the site below.
