What is the PSU usage?

I have a Gaming Computer with 8600GT 256MB card and a 650W power supply.
My system's consumptions of the electricity is only 410W.
I wants to be informed that remaining 240Watts (650W - 410W) is wasting the
electricity? -or-
Remaining 240Watts are not worth added in the consumption of the
electricity?

If you're asking where the other 240W is going to, it's not going anywhere. It's staying in the mains.

The PSU will only supply your PC with as much power as it needs, so if it needs 410W, then it'll only give it 410W The 650W rating is just the maximum that the PSU can put out, it's not what it is using all the time.
