Windows 98 missing .vxd,and dll's

I am fixing a coworker computer. and when I start it up it says that there are .vxd and .dll's missing. I'm at work right now so I do not know the files names I know that it has something to do with the networking. I have used the file checker, and it only fixed one file. and it had nothing to do with the problem. when I start the computer up it gets to the start screen of win 98 then the screen goes black and it says there are files missing from SYSTEM.INI, I wanted to know if this has happened to anone else. and what they did to fx it.
