Windows 98 Stuck in 16 bit color!! Help me!

One of my computers is running windows 98 and about a month ago I tried to install the hardware for my mp3 player. The computer instantly shut down and now its stuck in what i think is 16 bit color which looks like ****! I try to change it to 32 bit and it says restart the computer. When i restart i get a black screen with a little flashing bar at the top and nothing happens.

Have you tried re-installing your graphics card drivers?
