Windows cannot access the specified device, path or file.

This message may have occurred from accessing a bad internet site. I have Symantec virus scan and spyware installed. Zonalarm told me it was blocking a site so I felt safe at that point. From then on, any program I tried to start would give me the above message. I cannot go to command line or do "Add Remove Programs" either. I am afraid to shutdown because it may not restart.
I have read many newsgroup tips on the subject but they all suggest starting some pr service program to alleviate the problem. I cannot start any new programs.
At this moment, I have IE7, Symantec Antivirus and Zonalarm Firewall running. My solution needs to come from any of the three running programs.
I am running a Dell laptop with Windows XP (all Microsoft programs are up-to-date).
Does anyone have any idea?

Make sure of what ZA blocked! Open the Programs section of ZA, note which have Internet access. Make sure your browser has access.

If you cannot find it there, what spyware program are you using?
