Windows Installer malfunction

A program that I installed months ago has somehow got hungup trying to install a funtion called PhotoGallery. The program may be Adobe PhotoShop or then an upgrade of the hp officejet 4215 all-in-one printer for usage with my digital camera.
The computer continual tries to install PhotoGallery but says it can't because I have not inserted the CD Rom (or something like that), then it goes on to try and install the non existent program over and over again. It won't allow me to get rid of it, nor install anything else (which is a big problem for me in my research and writing).
I hope that there is a simple answer to the problem, since the availability of technical help where we live is limited. It's the Windows Installer that "stalls" rather then in-stalls.
