Windows Won't Power Off

Not sure if it helps but I have a program called window washer, which if set to clean windows at shut down, stops 2K from shutting down.
Needless to say I shut it off and 2K closes OK

More possibilities -
1.When you used CCleaner,did you use the "Issues" option ?
If so,it should have made a registry backup.Try restoring the backup.
2.From HERE
"Toshiba laptop (model not specified). Problems of Windows XP not powering off nor going into standyby were solved by uninstalling (then reinstalling) the Toshiba Power Saver software and Toshiba Hotkey for Display Devices. After doing this and a reboot, the problem was gone. (Tip from David Flitterman)"
