Windows Won't Power Off

Does anyone know why windows XP won't power off automatically? It was working; then after I ran CRAPCLEANER it just goes to the blue screen that says "WINDOWS SHUTTING DOWN" and doesn't actually power off. This is a fairly new TOSHIBA LAPTOP. Thanks!!! :)

Not sure if it helps but I have a program called window washer, which if set to clean windows at shut down, stops 2K from shutting down.

Needless to say I shut it off and 2K closes OK
 
More possibilities -

1.When you used CCleaner,did you use the "Issues" option ?
If so,it should have made a registry backup.Try restoring the backup.

2.From HERE

Problems of Windows XP not powering off nor going into standyby were solved by uninstalling (then reinstalling) the Toshiba Power Saver software and Toshiba Hotkey for Display Devices.
