windows xp not loading ..help wanted

Hi just installed a video card and a new dvd burner but windows xp doesnot load .Neither form sytem recovery or in safe mode and don't have a bootable disket how to i correct this need help as soon as possible!!!

ok the only thing that comes on is the black scree where u can run in safe mode and other options but apart from dat nothing else windows xp does not load
