Windows XP Repair Setup Problem

I am trying to to use the Windows XP repair option. It runs through the setup options...goes through "installing devices", and when it gets to 34 minutes remaining, the machine reboots and it starts over. At the same point, 34 minutes remaining in the install..it reboots. I have tried popping the XP CD out on bootup, but it just goes to a "Setup is starting" CD, and then asks for the Windows XP CD to be inserted. Any help is appreciated.
