Windows XP SP2 Firewall, can't turn off

When I select the "off" button on the windows firewall screen and click ok, the main windows security setting screen still shows firewall as on and it still blocks downloading of some files via IE 6. There seems to be no way to turn off windows firewall. Help!
 
Is your Windows XP, SP2 fully updated via Microsoft Update site? My XP Pro, SP2 Windows Firewall is off. The Firewall is provided by another program
 
Yes MS updates are current. I use Norton AV but not NIS, I use Windows Firewall with a new dsl. This problem occurred after installing the dsl.
 
So you installed software provided by your DSL provider? You don't really need any software from DSL or Cable providers. DSL differences end at the DSL modem, not at your computer. So many customers think they have to install such software. The only Internet users that may need special software are dial up users.

Try uninstalling the DSL software and see if your firewall troubles disappear
