Windows XP Task Manager Problem - NOT Tiny Footprint

Here's the problem. When Task Manager is open, the stuff in Task manager is, well, still.

Usually Task Manager updates the values [numbers and such], and the CPU History and PF File Usage has a moving chart. That doesn't move unless you close Task Manager and open it again, THEN you see a chart, but it still doesn't move. You have to close it and open it again to see an 'update'

Does anyone know what's wrong?
