With new XP and new computer, screen now "waves" down instead of smoothly scrolling?

I can't smoothly scroll vertically or horizontally,
and when I try to drag a small window to a different
place on the screen, it doesn't just drag to the
new location, it sort of pops up in the new location.

How can I fix that?

Got it fixed - went into the video card settings.

prob just need to re install you video card drivers. Thats what happens right after you reformat the screen just kinds jumps and stutters when you scroll.
