Workgroup access error

Ok here is the problem, I have set up my dad's desktop and my laptop for network printer and file sharing. But when I try to access the workgroup from my laptop it wont let me veiv the workgroup, but when I try it from the desktop it works just fine. i can see the shared folder and printer from the desktop but not from my laptop.

what version of Windows??
home needs to have both logged in with the same user name and password at same time
enable netbios
add network group to folders to share
disable simple file sharing
is this dynamic net or static net???
