Would Upgrades Help?

If I got a E6400 Core 2 Duo and 2 GB of DDR2800 RAM for my computer would it improve performance in games as well as in programing apps?

ASUS P5W DH Deluxe Mobo
2 500 GB Hard Drives
Pentium 4 3.8 GHz Processor
2 GB of DDR2 800 RAM
Geforce 8800 GTX
700 watt PSU
