Welcome to Techspot!
You should do a search at the Manufacturer's web site for your Portable.Very often when Windows(all flavours) won't shutdown ,there is a software/driver process that is confused and cannot finish or unload in order to allow the system to stop.
Most of the time it is an issue that is documented by your manufacturer or in the site's forum.
Go to Microsoft if you have not luck with the above.
I am not trying to send you away, understand that portables have very specific software /hardware builds and these companies get alot of specific issues very quickly.

Also check windowsupdate.microsoft.com I seem to remember a patch for system hanging during shutdown. It may have been pre SP2 though.
