2nd USB at front of pc wont work

the top one works fine, but the bottome one has never worked
what could be the problem?

Is this a commercial-built or home-built pc? Possible the second port isn't connected on the motherboard or enabled in the bios.

you may have a wire loose or disconnected internally.

If the front ports are run off the same header pins on the motherboard, I would say something is wrong with the port or its connections.
