Baltimore stricken and crippled by Ransomware

Local government is severely crippled by the attack, even real estate transaction are unable to close (of course -- Country Registrar's Office).

Delimma: there's a big financial cost no matter which direction city leaders choose. It's expensive either to pay the ransom, or stand up to them and deal with the eventual damage.

Apparently, about 17% of cities effected have succumbed and made payments for recovery.
