Boot Up Problem

Ok so I recently decided I wanted to maybe replace my processor (Intel Pentium 4) so I removed the cooling fan and after taking a look at the processor itself I got a little scared and put the cooling fan back on. Everything seems to be back in the proper place and the fan is plugged in, but now when I go to boot up my computer I get no picture from the monitor and a blinking light from the power button on the monitor. I also tried another monitor and still same problem. Please Help! Thank you,
 
You removed the CPU heatsink. If you didn't clean off the old thermal paste and apply new paste, you probably fried the CPU
