Looks like you can't access secure web sites
Sounds like you are unable to access secure web sites, one that start with https:// in the address bar of your browser. As a test try this link:
https://msp.f-secure.com/web-test/
If it works the problem is elsewhere. If you can't access this web site Microsoft has an Knowledge Base article on trying to fix this issue:

One of the first things I suggest you try, if you're using Windows 2000 or XP, is to create a new user, log on as that user and check to see if you can connect to a secure web site. It's sometimes easier to copy all your files over to a new user account than to fix the problem in another fashion.
You could also try various antispyware programs such as Adaware, Spybot Search and Destroy, Webroot Spysweeper, and Microsoft Antispyware. These sometimes work.
If you are using a recent Symantec (Norton) product, click Start, then Run, type in msconfig, click ok. go to the startup and services tabs and make sure that, if there is a CCApp entry, there is a checkmark in the box next to it.
