Changing User Account Type

Ok how I change the account type from limited to Adminstrator using limited account. Theres bound to be a way. Bloke I know is in big trouble as hes the admin and has forgotten his password. If its easier to hack in and get the password then tell me how I can do that. The op is windows xp.
