Computer newb looking to upgrade to play Empire: Total War smoothly

I already made a topic earlier for advice on a graphics card, but I return to you now with a new request. I seek similar advice, but now l have an enlarged budget, of about 100-300 dollars.

I want to upgrade my computer enough so that it can play the campaign/battles in Empire: Total war smoothly, and even with a little power left over or more.

This is the site I went to to check, and apparentely my computer can't run Empire: Total War. What would I need to not only play the camapign in Empire: Total War smoothly, but also to play the battles smoothly? Which PSU/graphics card would I need? Within my budget, are there other parts of my computer necessary to upgade, such as RAM, or maybe even the motherboard?

Particularly, can and should I upgrade my Hard drive (which is lacking at a mere 100GB), and how much? 250GB?

Ok $300 can almost get you a new system. However, if you change the motherboard, you will have to re-install Windows; do you have a copy of Windows or will you need to buy one?
