Computer Not Startin gUp

Not sure if this goes here but oh well.

Anyway im helping a friend because I plan on going into Sys Admin/Computer Repair type of area and I have some questions before I do anything:

Problem: The computer wont start up
-Sometimes it doesn't start at all and sometimes it trys and then Shuts Down


Ok what I was thinking was its something with the hardware spacificly the Motherboard mabey?

So can I get some input from everyone? That would be great. If you need some more info like the os and computer type just ask I'll find that out ASAP this is all that I know as of now.

when it boots up, what does it show?
when it boots up, does the fan(s) run?
does the power supply fan run?
any lights come on? stay on?

No beeps
Black Screen
Yes
Yes
Power lite comes on with computer then goes off


Extra Info:
Monitor is plugged in and connected
shows no signal input when tower/cpu is off

when it goes off, after "trying to boot", do the fans run?
it sounds like power supply short

No the fans shut off with the rest of the computer

It could be a video card.
Did you try to re-seat it?

I haven't really tried anything yet I just wanted to see if I could find out what I was dealing with before I tampered with things.
