Computer shut's down

Hello guys. I have problem. When I turn off my computer and I plug off the PSU cable and plug it again, my computer turns on by it's self and turn's off in a second. This is happening everytime I unplug my PSU cable and plug it again. I was wondering does anybody know's any good suggestions? I like to vacuum my PC from dust every month and my PC get's a stress like that every month. The Computer works fine with no crashes or other problems. Could someone give me some good suggestions please?

Please explain what you mean by "I unplug my PSU cable and plug it again." Why do you need to do this?
 
I mean that I unplug the cable FROM the PSU, vacuum PC and then when I plug all the cables into the PC it turns on by itself and turns off. When I push the power button it turns On normally. :)

Can you test that power supply with a digital multimeter?

By the way, your English is actually quite good.
