If i buy a new motherboard for my computer and still use the same hard drive, will i need to buy a new microsoft and delete everything from my harddrive too to make it compatable with my new MOBO?

OR

Can i just put the new MOBO in and not need to do anything to my same harddrive?

Most of the time you need to reinstall windows when you change your mobo. Sometimes it will work, but to aviod the hassle i would just reinstall.
