Yeah, well lately I've been getting an average of 9 FPS every game. It never even goes past 12. My Ping has also stay around 125-200. What do you guys think I should do? I've tried changing my rates and everything, it just doesn't work.

Your PC specifications might reveal a problem area. What are they?

    Dell Dimension DIM5100C
    Intel(R)
    Pentium(R) 4CPU 3.00GHz
    504MB RAM

P.S Would more RAM help CS be less laggy?

Probably, but you left off your graphics card. Improving that could help more. What is it?

Um, how do I find out? Lol. xD

Try running a dxdiag. In the Start > Run box, type dxdiag and hit OK. After it completes, click on the Display tab.

You have Intel integrated graphics which will not play CS: S due to unacceptable frame rates. The only solution is to buy and install a graphics card that will run it acceptably. You should check the documentation that came with your PC or check the Dell website to determine what kind of graphics card is compatible with your Dell motherboard. I think it will accept a PCI-E x16 graphics card which is good. However, double check before deciding to buy one.
