What is the best, safest way to remove old thermal compound from a cpu core before applying new compound to it?

Isopropyl alcohol, or 90% rubbing alcohol will clean off old thermal paste.

Once finished, just make sure the surfaces are dry, before applying new thermal paste.

I personally use Denatured Alcohol, as it dries quick without any residual moisture. I get it at the hardware store. Sometimes it is sold as shellac thinner.
