Dell E310 and PCI Express x1

I need a video card that connects to a PCI Express x1 connector. Or is there a device that can convert a PCI Express x1 to a x16? Let me know if anyone knows of either.

1. there is no such thing as a x1 to x16 converter/adapter

2. here's a few PCI-E x1 cards (in fact, they are the only ones that I know of ) 1 2 3
