Maybe the speed has been lowered because it is running in battery mode.

now when i hooked it up to AC, i checked cpu speed and it was 2.8GHz, and now when i unplugged it it went down to 1.6GHz. Is that suppose to do that? Is that normal?

Yes. Laptops have power saving features & that is one of them called Intel SpeedStep.
