Directx 9.0c trouble

hey yall. i can't get directx 9.0c to install. i have downloaded and installed from every website i can find. the installation says it completes, but when games requiring it or dxdiag is run, it shows i still have directx 9.0b. (This is NOT Sims2 related). any ideas.
