I want to test a PC to see that whether its hardware components (HDD, CPU, Motheroard, VGA ...) are compatible with each other and when I install a Windows 7 OS on it, does it work fine?

If hardware components are not compatible, they won't work. So you won't be able to run any tool on the PC necessarily. Or, you could use Device Manager and see what isn't working ...

You could also just install windows 7 to check if installing windows 7 works with your hardware configuration?
