File date and time stamp in XP

  1. Anybody else noticed that after the summer-time change, Win XP has changed the TIME STAMP on all files. I think this only happens on NTFS partitions, but the effect is that all backups held on non-NTFS partitions now appear to be an hour old. This is just STUPID, and can anybody tell me if this is intended, and if so what conceivable reason can there be?

    better yet, can we do anything?
