Fire fox/IE window control utility please.

hi,

any 1 of u know any utils for controlling how many tabs/windows a user can open in IE/firefox while surfing internet? i want to restrict the user in other pc to open a max of 3 windows/tabs only, while surfing net.

any help is appreciated.
