Ok Cap no more. So here is my take. It's not being built to be cost-effective. It's not expected to make sense, and it's not expected to save the world.
This is one of those, "it seemed like a good idea at the time", scams. (IMO, of course).
There is a lot of hysteria and panic at present with regard to climate change, global warming., destroying wildlife habitats, and so forth.
I can't help but lump this into a group of things that, "seemed like a good idea at the time".. Although these might seem like extreme comparisons, consider investing in "Star Citizen", NFTs, flying cars, and the like, as prime examples.
Truth be told, pulling electric wires over.existing highways for electric trucks to charge as they go, (again IMO), is a far better solution, both with respect to cost, and efficiency of transferring electricity as needed..If you run out of electrified territory, you just retract the pantograph, and party on without interruption. Plus, you don't have to build an entire road over, just throw up some poles and wires, and you're done.
Inventors tend to be mono-manically affected with their creations, with an inability, or unwillingness, to see the downsides, while others are flat out scam artists. In the back of their minds has to lay the thought look how rich this will make me, (or us, in the corporate sense).. If something like this doesn't pan out, they'll just pocket the money they made, and move on to the next, "green scheme". And the public's state of mind, is ripe and ready for the next big thing, that will save us from ourselves.
Never underestimate how gullible people are. Consider poor Donald Trump getting the 2020 election stolen out from under him. 65% of 75 million still believe that, heart and soul.
In other news, karma is a b!tch. "Dr.Oz" and Dave McCormick were locked in a dead heat in the Republican primary for senator from PA. McCormick claimed that if some improperly dated mail in ballots were allowed to be counted, he still had the numerical possibility of winning. Talk about hypocrisy with regard to mail in voting. And......SCOTUS pretty much told him to fu*k off. As badly screwed up as Trump has left our supreme court, it's nice to see that it still clings to established legal principles like, "what's sauce for the goose, is sauce for the gander".
