HiS Radeon 2400 pro 256, Good card?

Hello all ive got a HiS Radeon HD 2400 pro 256 pci-e, I just put together a new system for my brother to play on. I've ran a bench mark test on the card and it tops out at 45 fps, runs games horribly even games from 2005. I've got a nvid 7600 gs AGP with clock and memory speeds lower then the ATi but with performance insanely better then the ATi. Am I doing something wrong or is the card just a pice of sheet lol? Also when I use a rivatuner diagnostics where it says pci-e link width it says 16 supported, 2x selected but I know my pci-e is x16 Information supplied below.

Short answer - Radeon 2400PRO is a lowest level of the 2XXX series of cards, while GeForce 7600GS is a "midway" card, i.e., there is a 7300 series card. In other words, your ATI is at par with 7300 and 7600 is a level above.

Long answer - don't expect to do any serious gaming on Sempron. You start putting better video cards in, it becomes a bottleneck.
