How too fix power on issues with Desktop Towers

I'm having trouble with getting past the beeping sound after I press power on button. And my other issue is with my Dell tower that was on and working for 4 days straight then I shut it down to give it a break and now it won't power on, it has a orange blinking led light instead of green. Can you please help me fix this problem, anyone has the answer?
