i have a intel mobo (out of a compaq presario sr1123wm) with an intel celeron cpu, im not sure what chipset or what version gma (if necassary will post) but when i installed Vista ultimate it installed DX 10, i thought it was impossible but everything ive checked says DX 10 is installed is this just a glitch or is the gma (from a computer produced around 2003-2004) running DirectX 10?

It's a glitch. My 7950GT is reported as using DX10, although I know it does not support DX10. I don't know why it happens, but did you check Dxdiag? I think that said DX9.0c for me.

if u install any Vista ultimate, it will state that DX10 is installed because it is although not all video cards will operate with it.

It should.
So DirectX10 is installed and running in your system, but if you fire up a game for example, it'll run in DX9 mode (or even 8 depending on your chipset model).

oh i see... so in theory every body has a DX 10 card... thats odd
i would think since not all cards operate it wouldnt install it on systems with those cards, so nickc (hehe nick c. is my name to lol) if its installed but not on a compatable card its like not having it at all or am i missing the point here altogether?

oh i get it nvm its like all the DX's rolled into one (in theory) like wolfram was saying hardware makes the difference on how it operates... so you could have DX 59 but if you have DX 9 card it will only run in DX 9... thats cool i still have the satisfaction of knowing i have DX 10 lol
