Is It A Cpu Problem

i built this computer and its been working fine till 3 months late it went dead. i thought maybe it was the mobo. i replaced the mobe with the same kind (dfi matx) and still had the same problem. the prob is that the hard drive doesn't spin when the ide cables are hooked up to the mobo. when its disconnected from ide u can hear it firing up. no other hardware is connected. rams, power supply, hdd have been tested and working fine. can a bad cpu cause this? its a sempron 1.8 ghz.
 
it could be a bad IDE cable.

but can u be little clear i mean are u saying that the sytem starts up and comes to BIOS screen when u remove the HDD.
 
It is a problem with the IDE cable, the IDE controller, the hard drive itself.
Try putting the HD on the second IDE cable or the second IDE channel. ANother computer would be even better to test on.
 
installed new mobo (same brand) in a different case. new ide cables. hdd are good. reformatted original and also used a brand new hdd. same problem on both computers. nothing boots up. no bios screen. do u need a cpu to get to bios?
