Sometimes in task manager in the "processes" tab i see "system idle process" taking up all of the "CPU" section. By this i mean it displays 100 sometimes!

Also winlogon uses up to 15 sometimes.

That sounds normal to me.

My "idle process" takes up 99% of the CPU resources almost all the time.
