IE 11.0.9600.18816 (on win/7 64bit) is a mess, likely because the function noted is undefined
and that's likely to be a request for a JS script that fails.

Can you site that so I can chase about on the network side?

Additionally, Chrome is struggling with:

Failed to load resource: net::ERR_INSECURE_RESPONSE

The SSL certificate used to load resources from https://www.techspot.com will be distrusted in M70.
Once distrusted, users will be prevented from loading these resources.

This may well be the cause of the f(x) undefined.

Well, copied these urls, accessed them directly in chrome, got the exception, followed the access insecure prompt
and now Chrome operates TS almost perfectly, but flags the url as Not secure and lines-out https

Dropdowns are missing, but site is usable in Chrome 63.0.3239 64bit
 
Site works good in Opera.

Site is showing fine (including the secure badge) for me on the latest version of Chrome. Same for the drop downs, etc. Are you sure it's not an add-on you're using?
 
Ok, let me ask again so we are on the same page. This is not a warning/error message that you see upon loading the page normally, as in preventing you from browsing TechSpot normally?

This is only a warning that shows up in the Chrome console (Inspect Element)?
If so, then yes, I see that, too, and half of the Internet is affected due to a bad Symantec SSL procedure:

We have until Sept-Oct to renew our certificate which I think we'll do in the coming weeks.
