Lagging in League of Legends despite 60-80 ping

Basicly I play League of legends and im on constant 60-80 ping yet again I still lag what could be causing these delays

Are you sure it's not your PC lagging? As in, your graphics card and CPU.

Im sure Graphics card and Cpu bring Lag as in screen frames slow down and the screen starts looking like a little powerpoint but my problem is 3-4 second delays on 60 ping

What is your Graphics card and CPU? Also what is your router and ISP?

My gfx card is a geforce 6200

and a pentium 4 but I still manage 40 fps so its not my computer even tho I play at a fairly low resolution

Wait.. is there an option to ping from in-game? I don't think so - what are the pings you're showing in your first post?

Its a tracert on league of legends ip

Where did you get this IP from? They have many servers that host games and this isn't the same as their website.

40 fps can seem laggy if you get fps spikes

That's a pretty low end card even for LoL. I play it on my htpc with a gtx 295 and I can only get 60 fps. @ 1080p

As ive said again and again I manage to squeeze 40 fps out of it at low resolution and I never dip below 28 fps only in the massive teamfites I dip maybe to 20s

as if said the ping is the problem it seems that the ping is constantly good untill it hits some ip then it sky rockets for some time which comes back down

Those pings are pretty fantastic.

What do you mean by 'lag'? Is it choppy? Or is every action delayed?

I get a 3 second delay it isnt the screen im not blind if theres lag I would see it its practicly I click somewere and 3 seconds later it reacts

Press ctrl+f while in-game you should see your ping during the match (upper right corner) near fps indicator.

The ping is always visible and it is steady but now I noticed that it is sometimes going up and down but just for a few moments tbh I am with a shtty internet company unfortunatly and were I live theres only 2 internet companys which I cant leave because of the Tv home pack contract for another 2 years

unfortunatly I know that already that this is a low end card this is my gaming rig which I used to use on the old days 2006 where I would play San andreas all the time with full graphics but those were the old days with the old direct x version and lower system requirments but technology never stops advancing and unfortunatly at 12 years u dont have the money to pay for a new system fortunatly now in summer after my school I will be buying a real gaming rig and future proof it abit
